High-level meeting on strengthening the role of the Judicial Police

General Prosecutor's Office and 4 ministries that have in their organic Judicial Police officers basically expressed full approval to find opportunities to increase the number and enhance the quality through special training of officials dealing directly with the criminal investigation in Albania.


General Prosecutor, Mr. Adriatik Llalla, pursuant to the law “On the organization and functioning of the Judicial Police", held an expanded meeting with the Minister of Interior, Mr. Saimir Tahiri, Minister of Justice, Mr. Ylli Manjani, Minister of Finance, Mr. Shkëlqim Cani, Minister of Environment, Mr. Lefter Koka, who were accompanied by the General Directors of the State Police, Taxation and Customs, to discuss on strengthening the role of the Judicial Police and increase efficiency in fighting crime in general and financial crimes in particular.

In his speech, which was held at the General Prosecution Office on Monday at noon (dated 11.01.2016), Mr. Llalla praised the interagency cooperation so far, noting that "there have been tangible results." However, the General Prosecutor expressed his belief that "we are all convinced that we had the opportunity to have more numerous results. For this reason it is necessary a better coordination, initially at the management level and further in implementing level".

In the General Prosecutor’s assessment, the purpose of this meeting, in addition to legal liability, is to find the common spaces to increase the number of judicial police officers, as well as the necessity to their professional increase. “In our assessment, should be taken immediately the measures in order to effectively respond to crime problems”, said Mr. Llalla.
Minister of Interior, Mr. Tahiri said that besides the need to strengthen capacities in the Juducial Police, is necessary to develop functional analysis and outcome analysis regarding criminal investigations.

Minister of Justice, Mr. Manjani, noted the velocity of the investigation, to minimize the problem of overcrowding in detention areas, as well as financial costs following this situation.
In his speech, the Minister of Finance, Mr. Cani said that the increase of the total number of judicial police officers has financial costs and therefore, the institutions should provide full arguments on the need to strengthen the human capacities of these structures. He guaranteed that the Ministry of Finance will make maximum efforts to ensure the growth of the number of judicial police officers.

Also, the Minister of Environment, Mr. Koka, expressed the same attitude to strengthen the human resources in this direction. He mentioned in the meeting the Moratorium set regarding the illegal logging and found it necessary the increase of the number of human resources to prevent environment destruction.
In the following discussions, which were characterized by a common constructive spirit, were also included the General Directors of Police, Taxation and Customs.
