Following the administrative and procedural measures taken by the Prosecutor General to guarantee the normal functioning of the Prosecution Office in accordance with the constitutional and legal obligations for the pre- and post-election period, the Prosecution Office has been engaged in the investigation of criminal offences in the field of elections, in the general jurisdiction subject competence.   
Until 18.05.2023, the First Instance Prosecutors’ Offices of the general jurisdiction reported to the General Prosecutor’s Office, on the criminal offences affecting free elections and the democratic election system as follows:
•    9 reports were presented from political entities and institutions and 21 referrals from the judicial police of the Local Police Directorates and Police Commissariats.
•    A total of 31 criminal reports have been registered. Of which:
-    5 criminal reports in the Prosecutor's Office of Elbasan;
-    4 criminal reports in the Prosecutor's Office of Vlora; 
-    4 criminal reports in the Prosecutor's Office of Berat;
-    3 criminal reports in the Prosecutor's Office of Durrës;
-    3 criminal reports in the Prosecutor's Office of Kukes;
-    3 criminal reports in the Prosecutor's Office of Gjirokastra;
-    2 criminal reports in the Prosecutor's Office of Fier;
-    2 criminal reports in the Prosecutor's Office of Dibra;
-    2 criminal reports at the Prosecutor's Office of Tirana;
-    1 criminal report in the Prosecutor's Office of Korca;
-    1 criminal report in the Prosecutor's Office of Shkodra; and
-    1 criminal report in the Prosecutor's Office of Saranda. 
•    A total of 18 criminal proceedings have been registered for the criminal offences provided for by Articles 326/a, 327/1, 328, 328/a/1, 329, 330, 331/a, 190, 248, 84 of the Criminal Code. Of which 4 in the Prosecutor's Office of Elbasan, 1 in the Prosecutor's Office of Korça, 1 in the Prosecutor's Office of Kukës, 4 in the Prosecutor's Office of Berat, 1 in the Prosecutor's Office of Fier, 1 in the Prosecutor's Office of Shkodra, 1 in the Prosecutor's Office of Vlora, 2 in the Prosecutor's Office of Gjirokastër, 1 in the Prosecutor's Office of Saranda and 2 in the Prosecutor's Office of Tirana.
•    It was decided not to initiate the investigations for 3 criminal reports, of which 2 were not initiated by the Dibër Prosecutor's Office and 1 was not initiated by the Gjirokastër Prosecutor's Office.
•    Other reports are in the verification phase.
•    The criminal offence was attributed to 25 people.
•    6 people were arrested in flagrante delicto, of which 2 in Saranda, 2 in Tirana, 2 in Vlora.
•    "Arrest in prison" has been set as a security measure, for two persons by the Vlora Prosecutor's Office. 
•    3 criminal proceedings, 2 from the Berat Prosecutor's Office and 1 from the Vlora Prosecutor's Office, have been transferred to the Special Prosecutor's Office against Corruption and Organized Crime for investigative competence.
