Tirana Prosecution Office suspends the President of the Order of Dentists from duty accused for “Abuse of Office” and for numerous financial abuses 

The Prosecution Office at Tirana Court of First Instance demanded the suspension of the citizen N.D., President of the Order of Dentists from his duty as he is suspected of committing the criminal offense of "Abuse of Office" as provided for in Article 248 of the Criminal Code. 

Out of the investigations related to the criminal case no. 1630/2023, for the criminal offense "Abuse of Office" as provided for in  Article 248 of the Criminal Code, it came out that there exists reasonable and based on evidence suspicion that the citizen N.D. has committed the criminal offense as provided for in Article 248 of the Crminal Code.
On 18.01.2023, the citizen A.G. filed a report against the citizen N.D. for alleged financial abuses and manipulations of the decisions made by the National Council dating back to 2016."

The complainant stated that even though by Administrative Court decision dated  07.02.2020, it was decided the lawsuit insurance for the decisions No. 16 and 18, dated 07.11.2019, the citizen N.D, in the capacity of the President of the Order of Dentists has continued illicitly to convene the meetings of the National Council and the Assembly, where he has taken dubious financial decisions, as well as has employed family members of the National Council members and of his own family.

According to him, on 21.09.2020 in compliance with the Order of the Dentist it was decided to procure a building encompasing an area of 350 m2, valued 700,000 euros. As long as there is a  lawsuit insurance decision of 2020, the OD National Council should not take decisions of such a high economic impact.

Furthermore , the National Council has approved a decision taken by the president N.D. to obtain a loan from a bank in the amount of 250,000 euros for the purpose of "purchasing premises", 

The investigations have revealed that the citizen N.D.'s actions and inactions have led to the establishment of what can be described as a "climate of private ownership" within the regional councils. He has effectively concentrated significant authority in his hands, whether it pertains to the management of the dentists' district-level budget or the issuance of licenses for individual dental practices. Furthermore, his hiring of his sons' fiancées within the Order of Dentists, as well as the employment of children of National Council members, serve as clear signs of the personalization of the "Order of Dentists" by the citizen N.D., thereby creating an atmosphere resembling private ownership within this public institution.
Despite facing charges under Article 320 of the Criminal Code in ongoing court proceedings, the citizen N.D. has actively pursued actions that further consolidate power in his favor through the utilization of AOD structures.
