Four employees of Korça Municipality, including those from the Directorate of Planning and Control of Territorial Development and the Territorial Development Control Sector, tasked with processing permit applications (declarations, development permits, building permits, preliminary declarations, and usage certificates), have been suspended from their duties and they face the personal security measure of “Duty to appear before the judicial police” upon the request of the Korça Prosecution Office.
The individuals under investigation are suspected of illegitimate favoring specific entities and individuals for personal gain by illicitly calculating the infrastructure impact tax for new constructions and luxury complexes in neighborhoods 1, 2, 3, 11, and 12 of the city of Korça, at a lower rate than mandated by Law 107/2014, Council of Ministers Decision no. 408, dated 13.05.2018, and Municipal Council Decisions for the period 2020-2023, thus abusing duty and  damaging the legal interests of the state.
Accordingly, on April 9th, 2024, Judicial Police Officers at Korça Local Police Directorate executed decision No. 106, dated March 26th, 2024, issued by Korça Court of First Instance of General Jurisdiction. Korça District Court has decided the imposition of the personal security measures: “Duty to appear at the judicial police”, as stipulated in Article 234 of the Criminal Procedure Code, and “Suspension from carrying out a public duty or service”, as stipulated in Article 242 of the same code, against individuals under investigation:
1.Zh. L.born and residing in Korça, serving as the Director of the Planning and Control of Territorial Development Directorate within Municipality of Korça, suspected for the commission of the criminal offense of "Abuse of Office" as stipulated in Article 248 of the Criminal Code.
2.E. G. born and residing in Korça, serving as the Sector Supervisor at the Planning and Control of Territorial Development Directorate within the Municipality of Korça, suspected for the commission of the criminal offense of "Abuse of Office" as stipulated in Article 248 of the Criminal Code.
3.O. P. born and residing in Korça, holding the position of the Budget Specialist, as well as in the capacity of an infrastructure impact tax calculation specialist, at Korça Municipality, suspected for the commission of the criminal offense of "Abuse of Office" as stipulated in Article 248 of the Criminal Code; and
4. S. P. born and residing in Korçë, holding the position of Director of the Local Taxes and Tariffs Directorate at Korça Municipality, suspected for the commission of the criminal offense of “Failure to report a crime” as stipulated in article 300 of the Criminal Code.
