“Strengthening of the criminal law, indispensability”
Speech of the General Prosecutor, Mr. Adriatik Llalla, in the meeting with the topic:  “Reform in the Criminal Law”

The topic of today’s meeting is of great importance, aiming at finalizing the strengthening of the criminal law in Albania. For this reason, everybody should look ahead, contribute with their positive energy and reform the system in order to be more successful in the struggle against crime.
Currently, Albania has carried out important steps forward in the challenge with the criminal elements. However, we all agree on a point: more is required. Justice structures continue to strengthen, but on the other hand crime sophisticates its activity as well. For this reason, Albanian institutions should modify their attitude, show maximal determination and have a stronger cooperation to rigorously implement justice.

Social and psychological factors are incrementing criminal offences regarding violent crimes such as domestic crime as well as blood-feud or revenge crimes. On the other hand, even the so-called street crime, regardless of the hitting from the justice bodies, continues to be problematic.

In this frame, strengthening of the criminal norms is welcome, since it is assessed as indispensability imposed by today’s situation. Through the application of heavier punishments, justice institutions will show their real force and will be closer to the citizens for the preservation of serenity and public order.

The staff of prosecutors is oriented towards a close cooperation with the State Police bodies. These two structures have the direct responsibility for the identification, prevention and bringing of the criminal elements to face justice. On the other hand prosecutors have been tasked in particular to request from the court maximal sentences provided by the criminal law. In this way we express our trust that we will be successful in the struggle against the crime of any kind, including criminal offences of corruption.
Honourable colleagues and guests, the Prosecution body supports any initiative on the reformation of the criminal policy, which is of vital importance for the strengthening of the rule of law in Albania. Furthermore, we express maximal readiness in order to provide our contribution to boost the current legal framework.
