Memorandum of Cooperation between the General Prosecutor’s Office and State Supreme Audit on intensifying the fight against criminal acts performed by the civil servants in Albania. 

Tirana, 24 September 2020. The General Prosecutor, Mr. Olsian Çela and the Head of the State Supreme Audit, Mr. Arben Shehu signed the memorandum of cooperation between both institutions, through which they engage to intensify the fight against criminal acts performed by the civil servants in Albania. 
Through this memorandum, both institutions commit themselves to increase the cooperation in exchanging of information in order to correctly identify the violations that constitute a criminal offence in the field of the administration of public funds, public property and its privatization. 

The General Prosecutor Mr.Olsian Çela and the Head of the State Supreme Audit Mr. Arben Shehu considered during the common meeting that the high level of public funds misuse has become a serious concern for the country and the public opinion, therefore they committed to an immediate reaction by both institutions. 
Both leaders of the institutions expressed high will for a better cooperation and coordination between the two institutions, starting from the General Prosecutor’s  Office with the preparation of a special investigation methodology in connection with the investigation of criminal acts performed by the civil servants. From its side the State Supreme Audit is committed to develop a methodology regarding administrative investigation procedures and reporting criminal acts to the prosecution.

The institutions will organize periodic joint meetings with the employees of the State Supreme Audit, prosecutors and judicial police officers specialized in investigation of criminal acts in the area of economic crime, aiming at the exchange of opinions and experiences for understanding, interpreting and fair implementing of the cases which are reported as criminal acts and are object of work for both institutions.
