Today is a moment of reflection to appraise what we have done so far, and if we have managed to offer a credible justice system to the Albanian citizens.

Trustworthy and efficient it is only that system, which relies on integrity, meritocracy and accountability, and do have capable and courageous magistrates, who face the crime in all its dimensions and levels.
Our institutional vision reveals a clear strategy of cooperation and interaction with the law enforcement agencies where, a special attention is given to the commitment towards new justice institutions and towards the provision of appropriate instruments for the well- functioning of the prosecution. All measures taken aim at strengthening the independence of prosecutors.

On the other hand, it should never be ignored the fact that parallel with the strengthening of the independence of prosecutors their responsibility should be increased as well. Consequently, the strengthening of the monitoring, controlling and discipline mechanisms remains crucial. 

I consider that the model of inter-institutional cooperation should be further improved through the consolidation of mechanisms that balance the responsibilities of justice bodies regarding their constitutional and legal function. Transparency and accountability are permanent challenges and guarantees for the well-functioning of the rule of law, therefore a constant critical overview to the functioning of the new legal and institutional infrastructure remains crucial. 

We still have a long way to get where we want to, so today, on the National Justice Day, I want to address to all magistrates and not only, to become part of this transformational process that started with the justice reform, through commitment and serious contribution in fulfilling their functions.
